Rule 223
General discussion on the treaty
(1) According to rule 222, after the presentation of the treaty, in any other meeting, the proposing member shall propose that the treaty be discussed in general.
(2) When discussing the proposal according to sub-rule (1), only the theoretical aspect of the treaty will be discussed, being limited to whether or not it should be ratified, acceded to, accepted or supported.
(3) At the end of the discussion, the concerned minister will answer the questions raised in the discussion.
